Ongoing investigations into urban planning practices—involving Mayor Sala, who faces a city council appearance tomorrow—could become “an opportunity for renewal.” The path appears set for Urban Regeneration Councilor Giancarlo Tancredi, for whom prosecutors have requested house arrest. Though Tancredi will address the council tomorrow, his resignation letter is reportedly prepared.
Amid days of deliberations, optimism emerges regarding the Sala administration’s future, suggesting it may continue its mandate until 2027. An agreement on the way forward appears imminent. The PD insists on a policy shift, prioritizing urban planning reforms alongside “housing rights, urban development direction, accessibility, equity, and public spaces.” Alessandro Capelli, Milan PD secretary, calls for “intense citywide dialogue involving the entire center-left coalition” to tackle Milan’s most urgent challenges.
The PD asserts that change must begin with Tancredi’s resignation. Having managed major urban projects now under scrutiny, his position is untenable. His potential successor could be an independent, non-political figure tasked with finalizing a new Land Governance Plan and implementing a housing scheme for 10,000 middle-income apartments on municipal land. The long-delayed San Siro stadium sale to Inter and AC Milan—ongoing since 2019—now risks collapse due to the investigations.
Mayor Sala seeks PD guarantees for unified support, particularly in approving the stadium sale vote. Despite internal PD divisions and at least five majority councilors opposing the sale, Sala urgently pursues the deal ahead of a November 10 deadline when heritage protections would prevent stadium demolition—a requirement for the clubs’ redevelopment plans. Sala has vigorously defended the city’s actions throughout the investigations, rejecting prosecutors’ allegations against him and maintaining Tancredi’s innocence.
