North-South Divide in Italy’s Anti-Tax Evasion Funds as Major Cities Receive Pittances

Funds redistributed to Italian municipalities for combating tax evasion remain marginal, unevenly distributed, and often declining compared to previous years. Benefits are concentrated almost exclusively in a few major northern cities, according to a study by the UIL trade union’s Fiscal Policy service. Milan leads the allocations with €397,992 (three hundred ninety-seven thousand, nine hundred ninety-two euros) in 2024, followed by Genoa and Turin. In stark contrast, many municipalities receive minimal sums or nothing at all: Rome obtained a mere €3,570 (three thousand, five hundred seventy euros), Naples €773 (seven hundred seventy-three euros), and Palermo €1,373 (one thousand, three hundred seventy-three euros), while Catania and Cagliari received not a single euro. The UIL study highlights that the redistribution mechanism “is not taking off,” suggesting this trend could reflect both a scaling back of enforcement activities and the impact of the state contribution being cut from 100% to 50%.
