Milan police have apprehended four juveniles aged 11 to 13 who fled after a stolen vehicle struck and killed 71-year-old Cecilia De Astis on August 11. The victim was walking on Via Saponaro in the city’s Gratosoglio district when the incident occurred.
The minors—including an 11-year-old girl and two brothers—were located at a nomad camp on Via Salvanesco on Milan’s outskirts without identification documents. Witnesses had reported seeing at least two youths fleeing toward the camp after the collision.
Milan’s juvenile prosecutor’s office, led by prosecutor Luca Villa, is evaluating legal measures despite the suspects being below Italy’s 14-year age threshold for criminal liability. Options include civil actions such as removal from parents deemed unfit, or placement in youth facilities if minors are judged socially dangerous. Court proceedings will determine the final dispositions.
