During a meeting of the coalition of the willing, Italian Prime Minister Giorgia Meloni once again outlined a proposal for a collective defensive security mechanism inspired by Article 5 of the Washington Treaty. A note from Palazzo Chigi stated this mechanism is intended to be a qualifying element of the political component of security guarantees for Ukraine. The Prime Minister reiterated Italy’s firm position against sending troops to Ukraine. She confirmed, however, an openness to supporting a potential ceasefire through monitoring initiatives and training programs conducted outside of Ukrainian borders.
