Gianluca Quadrini, the President of the Provincial Council of Frosinone (Forza Italia party), was issued a residence ban this morning, prohibiting him from staying in the provinces of Frosinone and Latina. The order, issued by the Preliminary Investigations Judge of Cassino, Claudio Marcopido, also requires him to report periodically to the Judicial Police to confirm his presence. Judge Marcopido rejected a request for house arrest filed by the Public Prosecutor’s Office, deeming the ban from Southern Lazio sufficient for the suspect.
Quadrini is under investigation for a range of alleged crimes, including embezzlement, the illicit use of public funds for non-institutional purposes, the fictitious hiring of personnel, and the improper use of school leave permits. The order was served by the Guardia di Finanza (Financial Police), which conducted the investigation under the coordination of Deputy Prosecutor Alfredo Mattei. Five other individuals with ancillary roles were notified that the investigation concerning them has been completed.
The details of the case were outlined by the Prosecutor of the Republic of Cassino, Carlo Fucci, during a press conference. Quadrini is alleged to have used staff, hired by the Provincial authority through a temporary agency for secretarial needs, for his 2023 electoral campaign.
A similar situation is alleged to have occurred between 2019 and 2020 when Quadrini was president of the Arce Mountain Community. Six people were hired for a project aimed at territorial development but were allegedly used for personal political activity and his electoral campaign during work hours paid for by the public body. Prosecutors claim that attendance registers for the employed staff, signed with fictitious dates and irregularly, support these allegations. Some collaborators are even suspected of having never worked.
The investigation further alleges that false invoices were the basis for the disbursement of public funds. Quadrini is also charged with improperly using institutional permits, which allowed him to be absent from his teaching job at the ITIS technical institute in Ferentino. According to the Financial Police, he did not attend school for all the required teaching hours during the entire 2022-23 academic year because he held the positions of delegated Provincial Councillor for “the oversight of Participated Companies,” group leader of the Lega party, and municipal councillor of Arpino.
Investigators claim he failed to communicate that his delegated role at the Province had lapsed on December 18, 2022, following elections. Although he was confirmed in his council position, a new delegation for “Provincial Police and organizational reforms” was not granted by the president until June 23 of the following year. This delegation was the prerequisite for obtaining school leave. By omitting this information, he is alleged to have misled the school institute and the Ministry of Economy, resulting in financial damage to the state and the illicit use of public leave permits.
