The Catanzaro Prosecutor’s Office has requested that 22 individuals be sent to trial for their alleged involvement in a scheme to illicitly trade public housing properties. The accused include officials from the Aterp housing agency in Catanzaro and several local politicians. According to prosecutors, the alleged “Aterp system” was orchestrated by Sergio Costanzo, a city councilor for the Forza Italia party, who is accused of acting as the link between citizens seeking to circumvent housing rules and complicit Aterp employees.
Key figures named in the indictment are former Aterp assets department manager Vincenzo Celi, alleged to be the “promoter and organizer” who identified vacant properties for illegal allocation; Gianluca Bevilacqua, an Aterp rental office employee accused of being the operational arm of the scheme; Domenico Albino, a manager in the assets and tenancy office; and Concetta Raffa, a personnel department employee accused of drafting falsified documents.
The investigation, led by Prosecutor Salvatore Curcio, also alleges that public housing was illicitly assigned in exchange for votes. Councilor Costanzo is specifically accused of requesting votes for two of his party’s candidates in the 2024 European elections in return for these housing favors.
