The Mayor of Casal di Principe, Ottavio Corvino, has issued an ordinance prohibiting unaccompanied minors under the age of 14 from circulating in public spaces between midnight and 6:00 a.m. The order, published on the municipal notice board today, cites a recent increase in youths found outdoors at night without adult supervision, exposing them to “serious risks to their physical and psychological safety.”
The measure argues that during nighttime hours, minors are not only vulnerable to traffic accidents and potential physical assaults but are also more exposed to committing acts of vandalism, consuming alcohol and narcotics, risks linked to juvenile delinquency, and “deviant behavior that undermines public safety” in general.
The ordinance calls on “parents, legal guardians, or other responsible adults to prevent minors from circulating, lingering, or frequenting public spaces and areas open to the public within the municipal territory without being accompanied.” It further stipulates that the accompanying adult is required to provide direct supervision and assume full responsibility for the minor’s actions.
While framed as an appeal to parents, the order carries legal weight. Local Police, the Carabinieri, and the State Police are authorized to verify compliance. They will stop and identify any minors found in violation, initiating applicable penalty procedures as prescribed by law.
