To prevent criminal and mafia infiltration in the post-earthquake reconstruction, the National Anti-Corruption Authority (ANAC) has provided intensive and effective oversight of the projects, public works, and tenders managed by the Special Commissioner for the Reconstruction following the 2016 earthquake. ANAC President Giuseppe Busia stated this in a release marking the ninth anniversary of the tragic August 24, 2016, earthquake that struck Amatrice and surrounding areas.
Busia explained that the authority conducted preventive checks on a total of 1,147 different tender procedures, representing a total value of nearly €2 billion. This sum equals approximately 42.2% of the €4.6 billion in investments made available by the Commissioner through both ordinary and special planning.
“In total, 4,054 opinions were issued, averaging 2.2 per working day,” said Busia. “Each procedure required, on average, the elaboration of 3.5 opinions.” From 2021 to June 30, 2025, the number of procedures examined was 706 (61% of the total), with 2,844 opinions issued (70% of the overall total). Notably, over that same period, only a single case of litigation was reported, which did not involve challenging any of the opinions issued by ANAC during its various control phases.
“Overall, ANAC’s support action increasingly constitutes an effective safeguard of legality and transparency,” Busia continued, “having significantly contributed to the quality of the administrative acts and, to the best of our knowledge, prevented episodes of corruption and administrative litigation.”
Among the recent major tenders reviewed by ANAC were those for the repair and seismic upgrading of the Teramo Prefecture (€7.5 million); a framework agreement for technical services for the restoration of buildings in the historic center of Accumoli (€15 million); the construction of a functional building for health emergencies at the “Profili” hospital in Fabriano (€17 million); and the seismic upgrading of the Carabinieri barracks in Norcia (€5.8 million).
Many supervised projects are now seeing overall progress, with construction sites started or completed. Notable examples include:
– In Abruzzo: The completion of the “A. Gasbarrini” School in Civitella del Tronto (€1M) and utility networks in the Municipality of Campotosto (€3.7M).
– In Lazio: Work on the Church of Santa Maria del Suffragio (€2M) and utility networks with inspectable tunnels in the historic center of Amatrice (€3.6M).
– In Marche: The integrated contract for the new school complex in Tolentino (€25M) and the redevelopment of the “Ciccolini” and “Ugolini” buildings at the University of Macerata (€1.3M and €5.1M).
– In Umbria: The reconstruction of buildings in the center of Castelluccio di Norcia (€50M) and the restructuring of the Hospital of Norcia (€7.3M).
