Ukrainian President Volodymyr Zelensky stated in Brussels that Russia “continues to lack success in the Donetsk region,” adding that Vladimir Putin “has failed to conquer it in 12 years.” He emphasized that “the Constitution of Ukraine makes it impossible to cede territories or exchange territories.” Given the critical importance of territorial issues, Zelensky asserted they “should be discussed only by the leaders of Ukraine and Russia within the framework of the trilateral summit.”
