A new social discount on waste disposal fees (TARI) will benefit approximately 4 million low-income Italian families starting in 2026. The discount, equal to 25% of the owed TARI fee, will be granted automatically.
Eligibility is determined by the Equivalent Economic Situation Indicator (ISEE). Households with an ISEE below €9,530 qualify automatically. For large families (with at least four dependent children), the threshold rises to €20,000.
Italy’s Regulatory Authority for Energy, Networks and Environment (ARERA) confirmed the automatic application process via a recent ruling. This waste discount joins existing social bonuses for electricity, gas, and water, providing further support for essential service costs to the most vulnerable populations.
Households need only have submitted their Single Substitute Declaration (DSU) to INPS (National Social Security Institute) and obtained an ISEE certification below the relevant threshold. No explicit application for the discount is required.
Due to the timing of TARI billing (usually finalized in the first months of the year) and the year-round availability of ISEE requests, the necessary data for applying the discount becomes available the following year. Consequently, the discount applied in 2026 will be based on ISEE certifications obtained in 2025.
ARERA’s ruling establishes the data flows enabling the identification of eligible households and the automatic disbursement of the benefit, which will commence in early 2026.
