Summer 2025 will introduce major changes for air travelers, according to consumer rights group Codacons. Passengers departing from Italian and European airports will encounter three key updates.
First, Italy’s Civil Aviation Authority (ENAC) has eliminated mandatory ID checks at boarding gates. Travelers will no longer need to present passports or identity cards alongside boarding passes—a measure expected to streamline boarding and accelerate airport operations.
Second, effective July 26, 2025, passengers may carry liquids exceeding 100ml in hand luggage without removing them during security screenings. Next-generation scanners enable precise baggage checks, ending requirements to stow perfumes, alcohol, wines, and similar items.

Third, ENAC’s May ruling permits larger pets (over 8-10kg) in cabins, provided they travel in carriers secured to seats near windows.
Codacons, however, highlights critical flaws. The liquids exemption applies only at airports with advanced scanners (including Milan Malpensa, Rome Fiumicino, and five other Italian hubs). Travelers transiting through non-equipped airports risk having to check bags or surrender items. The pet policy remains voluntary: airlines may ban larger animals or set arbitrary fees. Security concerns also persist over ID-free boarding, potentially enabling impersonation or document fraud.
