Rome is poised to acquire its own legislative authority, according to sources close to the matter. A constitutional reform bill expected to go before the Italian Cabinet (Consiglio dei Ministri – Cdm) as early as tomorrow would grant the capital this status. The reform, sources explain, will not designate Rome as a 21st Region. Instead, it will incorporate “Roma Capitale” into Article 114 of the Italian Constitution, defining the Republic’s structure alongside the State, Regions, Provinces, Metropolitan Cities, and Municipalities. The legislative powers Rome is expected to receive cover urban planning, local transport, commerce, tourism, and cultural and environmental assets. The draft bill, being finalized by two ministries, is reportedly still undergoing refinement.
