Carlo Masseroli, former Urban Planning Councillor under Milan’s Moratti administration and current manager at real estate developer Nhood, allegedly connected Giuseppe Marinoni—then head of Milan’s Landscape Commission—with architects working for his company. This emerges from chat logs between the two men obtained in a sweeping corruption investigation.
Guardia di Finanza (GdF) transcripts show Marinoni and Masseroli also discussed real estate interventions including the “transformation of Piazzale Loreto.” In September 2023, Masseroli (who is not under investigation) messaged Marinoni: “If you want, I’ll have Caputo [an architect] meet you wherever you prefer.” Marinoni replied: “A call would suffice.” On October 17, Masseroli followed up: “Caputo worked on the project. Can we steal 20 minutes (…) to show it to you again?” Marinoni again agreed to a call.
Earlier, on May 12, 2023, Masseroli asked Marinoni: “Are you available to meet with me and Asti?” Marinoni responded he would confirm times that afternoon, also mentioning a meeting with Tancredi. Architect Sergio Asti was sent to trial three days prior in the Park Towers case, a separate strand of the investigation.
Hundreds of pages filed with the arrest warrant request include a February 2024 GdF report focusing on architect Paolo Mazzoleni—under investigation in multiple probes and formerly Turin’s Urban Planning Councillor. Investigators cite invoices worth over €800,000 issued by Mazzoleni’s studio to the company behind the Scalo House project (now subject to asset seizure), though the invoices’ purpose remains unclear. Mazzoleni also designed the ‘Lambrate Twin Palace,’ now under “investigative scrutiny,” and the ‘Salomone 77’ project—which commissioned “Studio Asti.”
